The UN High Commissioner for Human Rights, Volker Türk, spoke in the capital Bishkek where he acknowledged the country’s recent economic growth. However, he warned that restrictions on civil society and press freedom could hinder progress.

He emphasized the importance of human rights, non-discrimination, and the rule of law in order for societies to thrive and attract investors.

During their two-day visit to Kyrgyzstan, Mr. Türk met with top officials, including President Sadyr Zhaparov, as well as representatives from civil society and media.

The UN rights chief also noted that the country is currently at a critical point where recent legal and political developments could undermine previous progress.

He expressed concern over increasing limitations on civil society, as well as the criminal prosecution of journalists and activists.

Mr. Türk stressed the need for an independent judiciary and urged authorities to review legislation that may restrict fundamental rights and freedoms, in line with international human rights obligations.

He also acknowledged positive steps taken by the country, such as the withdrawal of a draft media law that did not meet human rights standards, and encouraged the government to engage with stakeholders when reviewing other laws.

The High Commissioner emphasized the importance of protecting independent lawyers, journalists, bloggers, and human rights defenders from harassment and intimidation.

Additionally, Mr. Türk called for urgent environmental action, particularly in addressing air pollution in Bishkek, which is one of the most polluted cities in the world during winter.

He urged the government to strengthen air quality legislation and involve the public in environmental impact assessments, especially in extractive industries.

Mr. Türk emphasized that access to clean air is a fundamental human right.
