A Journey that will Foster the Linkage between Central Asia and the Caucasus

Uzbekistan and Azerbaijan are old allies and brothers tied by a shared culture, language, and religion. It is known from history that the Great Silk Road went through the territories of both countries, and Bukhara Caravanserai in Baku is the only relic of historical and cultural heritage.

Diplomatic ties between our countries were set up on October 2, 1995. The Embassy of Azerbaijan has been functioning in Tashkent since August 1996, and the Embassy of Uzbekistan in Baku since July 1998.

The state visit of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to Azerbaijan on August 22-23 this year marked the start of a new era of relations between fraternal peoples.

It is noteworthy that this is the first state visit of the Leader of our country after his re-election as President.

During the talks, the heads of state stated that developing cooperation in transport and transit is a strategically important task. Last year, the transportation of our goods through the port of Baku almost doubled. Uzbekistan intends to further increase cargo transportation volume through the use of Azerbaijan’s modern transport network.

From this point of view, measures were discussed to create a joint logistics company within the Trans-Caspian corridor, warehouse infrastructure, and logistics centers in the ports of Baku and third countries.

Following the talks at the highest level, many bilateral documents were signed.

The Agreement on establishing the Supreme Interstate Council between the Republic of Azerbaijan and the Republic of Uzbekistan became the most significant and essential document. This treaty is designed to take government-level relations to a whole new level.

In total, 15 documents were adopted during the visit at the states, governments, and agencies level.

It is gratifying that additions and changes have been made to the agreement on citizens’ visa-free travel. Agreements have been reached on implementing an information system to exchange permits in electronic form and cooperation in culture. Memorandums of cooperation were signed in family and child protection, food security, and cybersecurity, as well as between the secretariats of the Security Council.

These documents deepen practical cooperation in several promising areas of cooperation.

The leaders of our countries also discussed prospects for deepening industrial cooperation in energy, mechanical engineering, metallurgy, urban planning, agriculture, mining, textile, silk, pharmaceutical, electrical engineering, and other fields.

This year, Uzbekistan and Azerbaijan signed a bilateral agreement on establishing an Investment Fund for $ 500 million. This fund is expected to play an essential role in strengthening economic cooperation, launching joint investment projects, and supporting the creation of new jobs.

The parties agreed to increase the fund’s capital. Currently, 204 enterprises with the participation of Azerbaijani capital operate in Uzbekistan. Of these, 67 are joint ventures, 137 are foreign. Since the beginning of this year, 22 joint ventures have been created.

An agreement was reached on strengthening cultural-humanitarian ties, mainly by holding Culture and Cinema Days, meetings of creative and scientific intelligentsia, and representatives of youth organizations. This year, Uzbekistan – Azerbaijan Youth Forum will be organized in Uzbekistan for the first time.

The opening of Mirzo Ulugbek Secondary School No. 1 in Fuzuli became another important event of this high-level visit.

The President of Azerbaijan noted: “This is the first gift of a foreign state in the restoration of Karabakh. We appreciate this gift, an example of brotherhood, solidarity, and support. I am sure the school will become a real abode of education, a place worthy of the name of the great son of the Uzbek people Mirzo Ulugbek, another embodiment of our friendship and brotherhood”.

In short, the state visit of President Shavkat Mirziyoyev to Azerbaijan has become an essential stage in the development of bilateral relations. It is no exaggeration to say that this has opened a new era in strengthening cooperation and friendly relations. This will undoubtedly be useful and effective for the entire region.

The necessary agreements reached during the meeting will not only give a new impetus to multilateral cooperation between the two countries, but will also further strengthen the linkage between Central Asia and the Caucasus region. From this point of view, this visit of the Leader of Uzbekistan can be assessed as a significant contribution to forming a sustainable transport and communication route system in the directions “East-West” and “North-South”.
