The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan recently held a workshop to discuss a proposed law that would criminalize and punish digital technology offenses and the circulation of crypto-assets. MP Gulbahor Saidganiyeva highlighted the increasing cases of citizens being threatened with blocked mobile devices, accounts, and social media channels, as well as malware distribution, information deletion, alteration, or confiscation, illegal cryptocurrency mining, and the alteration of a mobile device’s international identification code without the legal manufacturer’s consent.
The bill seeks to set criminal liability for fraud, illegal crypto-asset circulation and mining on the Internet, as well as administrative liability for changing the international identification code of a mobile device without the manufacturer’s permission, and the development, transmission, or use of special programs for this purpose.
The draft law also states that individuals involved in the trafficking and mining of illegal crypto-assets will be exempt from criminal liability if they voluntarily report the crime and actively contribute to its resolution.
Deputies and industry experts made various suggestions to improve the draft law.
