According to the EU Delegation to the Kyrgyz Republic, the recent passing of the legislation on “Non-Commercial Organizations”, also known as the “Foreign Representatives” law, is a concerning development. This law could potentially restrict the operations of civil society organizations and negatively impact their collaboration with international partners, including the European Union.

The EU remains committed to working with Kyrgyzstan based on principles of fundamental freedoms, the rule of law, and democratic standards. These values are important components of the Generalised Scheme of Preferences (GSP+) and the upcoming Enhanced Partnership and Cooperation Agreement (EPCA).

President Japarov has assured that there will be no persecution following the adoption of the foreign representatives law. The law has been signed by President Japarov and has also raised concerns among the Canadian, French, UK, and U.S. Embassies in Kyrgyzstan.
