President Shavkat Mirziyoyev was presented with proposals to enhance financial control over the expenditure of budget funds.
The current global economic crisis has a significant impact on the economy, making it increasingly difficult to save and accumulate funds. In such circumstances, the efficient use of available resources, as well as being economical and accurate, becomes even more important.
During a meeting on priority tasks in the economy held on January 16th of this year, the President specifically addressed the issue of budget expenditure efficiency and gave instructions to strengthen financial control.
As we know, this responsibility is carried out by the Accounts Chamber of the Republic of Uzbekistan. However, in the current system, only budget and trust fund expenditures are subject to external audit, which only covers 86% of the total expenses.
Therefore, it is proposed that the Accounts Chamber conduct an external audit of the consolidated budget execution. This will allow for the coverage of expenses from extra-budgetary funds and external debt.
The introduction of strategic auditing into the activities of the Accounts Chamber is planned, which aims to assess potential risks in achieving national goals and objectives in government programs, as well as auditing information technology to evaluate the effectiveness of software used in government organizations.
There are approximately 30,000 budgetary organizations and state enterprises in Uzbekistan, and studying their activities requires a significant amount of time and resources. Therefore, the Accounts Chamber has established a Remote Control Center. It was noted that there is a need to improve 36 criteria and indicators for risk analysis based on advanced foreign experience.
In recent years, large sums of money have been allocated for regional development. However, during budget discussions, local councils mainly focus on the regional or district budget. This means that 65-70% of the funds allocated to each region from all sources are not under their control.
In this regard, it was emphasized that the Accounts Chamber should discuss the budget process in the chambers of the Oliy Majlis and local councils.
