Reforms’ Effectiveness Assessed and Additional Tasks Identified

A meeting was held on June 16, chaired by President Shavkat Mirziyoyev, to evaluate the progress and effectiveness of ongoing reforms, the current situation, and public concerns. The meeting began with a presentation of socio-economic data for the first five months of the year, highlighting positive growth in industrial output, exports, foreign investment, and employment. However, it was also noted that global conflicts and trade complications require a proactive and effective approach from regional governors and ministers.

The meeting delved into a detailed analysis of issues in different regions and sectors, highlighting systemic flaws. For example, the excessive number of organizations in each district and the complicated approval process for resolving even minor issues were identified as hindrances to efficient governance. Additionally, delays in implementing reforms were linked to a lack of discipline among some ministers and officials.

To address these issues, plans were made to attract more investments and launch major projects. The Tashkent International Investment Forum resulted in agreements worth over $30.5 billion, and a new mechanism was introduced to strengthen executive discipline and improve the handling of citizens’ appeals. The President emphasized the importance of listening to the people’s concerns and creating a better quality of life for all citizens.

To achieve this, changes were made to the management structure at the district level, starting with Surkhandarya region and 16 other rapidly developing districts and cities. Nine state agencies will be integrated into the hokimiyat’s structure, and the hokim will have more authority in decision-making and staffing. A “Reform Headquarters” will also be established in each district, and a three-year program will be developed to address specific needs and goals. Incentives and measures to ensure accountability were also introduced to improve performance and discipline among personnel.

The meeting also addressed issues related to employment, poverty reduction, investment and exports, and improving the business climate in the regions. The importance of strengthening tax administration, supporting entrepreneurship, and developing agriculture and public transport was emphasized. The meeting concluded with the President’s call for leaders to prioritize the people’s needs and work towards creating a better future for all citizens.
